I was just wondering if SEMA has a magazine cap. limit, because I wanted to buy a heavy machine gun.

That'll depend on the game you go to, and the kind of gun you have. A lot of games don't allow hicap mags, or if they do, you'll be limited to just one. However, if you have a replica of a real support weapon (M249, M60, etc), you're generally going to be allowed to use a big-ass box mag at any game you go to. The idea is to stop people from turning an M4 into "SAW" when in reality, it could never play that role. If you actually have a SAW, on the other hand, it's meant for that role, so you're good to go.

But most of the time, mag cap limit is only really strict on milsim games. Kaizen410
